The Ministry of Trade has recently issued the Amending Regulation on Introduction and User Manual (“Regulation”) will enter into force on January 1, 2021, the Regulation enables that introduction and user manual given to the consumers may be sent with permanent data storage instruments.

Accordingly, permanent data storage instrument is defined as all kinds of tool or instrument such as short messaging, electronic post, internet, CD, DVD, memory card etc. that enables to reach directly the information sent to the consumer, and to record the information in a way to suffice examination of the information for a reasonable time and pursuant to its purpose and to copy the information without change. As per the Regulation, it is obligatory to sell the goods offered to the consumer with the related introduction and user manual. The Regulation enables that, this introduction and user manual can be sent with a permanent data storage instrument. In the event that the introduction and user manual is given with a permanent data storage instrument, the manufacturer or the importer must ensure that all necessary notification on the goods or its packaging, is made to the consumer for providing access to the given introduction and user manual.

It further brings that; the introduction and user manual shall include as follows:

- Information that all authorized service stations information is included in the Service Information System established by the Ministry of Trade,

- Information that the web site of the manufacturers or importers, contains up to date contact information regarding all authorized service stations and the places where spare parts will be procured.
